Surveillance video from the TTC (Toronto Transit Commission) shows the alleged assault of Chase Richards on December 13th, 2019. Detectives arrived on a call of a customer not paying fare & disturbing the peace. “He said that I came on at the back, and I said to him, ‘Yeah, I did come on at the back, but I paid my fare with my Presto card,’” said Richard. “I took out my card again and I tapped it just to show him that basically I wasn’t cheating.” Video shows Hutchinson chocking Richards for 30 seconds, then throwing him to the ground and restraining him. Richards was arrested and charged with disturbing the peace, however, charges were later dropped a month later. Hutchinson has been charged with assault and attempting to obstruct justice. Detective Christopher Hutchinson has pleaded not guilty to Assaulting Richards. Det. Hutchinson (of the 43rd division) has been on the force for 24 years Richards has been receiving physiotherapy for bodily pain.
